OBD reader problem

OBD reader problem
2l001 Chevy Suburban 1500. 5.3L.
I've tried to OBD readers and both show nothing at all, mechanic said I have not power going to OBD test port, is this correct that power is provided by the test port. looking for wiring diagram, any help is appreciated
