Default Steering speed sensor, PS pump replace?

so i just picked up a 98 suburban 2500 , 454, 4WD.
The previous owner told me a vaugue confusing story about some part (steering speed sensor?) no longer being made, so he replaced the power steering pump to alleviate the issues? of what was a previously variable assist? So the different PS pump made it non variable?

So right now, I have very little idea what he was talking about, or what he has done. steering right now has 1.5 inches of "slop" in it, but once it starts turning, it tracks true, and it really does not wander down the road!

So is this slop related to the mysterious speed sensor? or did that go away with the new PS pump?

I'm hoping it is just a steering gear box adjust or replace issue, but I'm looking for experience to help me figure this out!

thanks guys, great resource here!

I suspect the reference is to this VES Variable Effort Steering I had it replaced on my 97 Tahoe, it was about $80 for the part and installation... but this was some years back....
