Default Factory Command Start

I have a 2001 Tracker with manual transmission.

I am having a heck of a time setting the command start. Anyone know the steps to do this? I put the Tracker in neutral, put the e-brake on, press and hold the start button on the key pad, turn the key to off and pull it out. The Tracker remains running with the key removed. I then test it by pressing the start button on the key pad and the Tracker shuts off, which is what it should do. But then when I press the button again to restart it, it doesn't respond. What am I doing wrong?

Any help will be greatly appreciated.
