Check the 5 VDC reference voltage that goes to both the throttle body and the electronic fan clutch. If there is no 5 VDC present, both the throttle body and fan clutch will not behave normally. If the 5 VDC line that supplies the throttle body and fan clutch grounds out, the PCM won't like the condition and will not allow the engine to rev up much. In this condition, the Reduced Power light should be illuminated.
Also, check your fuel pressure and the fuel filter. You should have between 50 to 57 psi. If the pressure is less than that, then you need a new fuel pump. I suggest going with an ACDelco OEM pump. I used to recommend the Delphi pumps but for about the last year, I have been hearing from disgruntled techs about the quality of Delphi parts going down hill and into the garbage can.
Good Luck!
