Inner Tie Rod 2005 Uplander
I need to replace the inner tie rod. Can this be replace with out removing the rack? I have a chilton repair manual and it only gives instructions for replacing with the rack out of the vehicle

yes.
remove the wheel, loosen the outer tie rod jam nut, remove the outer tie rod to steering knuckle nut, the outer tie rid from the knuckle, the inner tie rod boot and finally inner tie rod. apply blue loctite to the new inner tie rod and screw it into the steering gear/rack. have a wheel alignment after you are done
