1998 Cavalier cranks but doesn't start.

Have a dumb question. The crankshaft turns twice to one turn of the camshaft. When the timing mark on the crank is up to where it is aligned with the camshaft timing mark (6 oclock cam and 12 oclock crank) and when the camshaft mark is 180 (12 oclock cam and 12 oclock crank). Is the crank always at TDC cyl #1 when the timing is ar 12 oclock?

the piston is at top dead center on the compression (both valves closed)stroke every single turn of the camshaft. the next time the piston is a tdc the exhaust valve will be starting to close and the intake opening...1/2 turn of cam

It was a broken timing chain tensioner, so I replaced the timing chain set and tensioner. Started right up. Mine was a no start at all, just cranked.
