Default instrument panel no longer working after Batt Disconnect.

Hi, i've been having issues with my 2000 cavalier sedan.

First, the OBDII interface is not functional. No power signal is going there. At one time it did. Not anymore.

And now, after pulling/replacing the battery, the whole instrument panel is dead.

I turn on the car, i get chk eng, temp light, all warnings fine... but no fuel gage, no speedometer, no temp needle, no digital millage.

Anyone seen this problem before? Im thinking about replacing the instrument panel as a whole, but then i still have the OBDII interface dead.

Dealer cant run diagnostic codes without the OBDII working. So im told the car is junk but it runs so smooth! And starts every time. Like new really.

What would cause speedometer, temp needle, and fuel gage to not work?
all fuses ok. Back lighting works...
