Default 99 Express AC not Cold even though everything new in 2010

AC in my 1999 Express does not blow very cold, a little bit but not very much. Everything was replaced in 2010 and according to the former owner it was never very cold, even just after they overhauled to whole system for $2000. I don't know, what could these "professionals" have done wrong when fixing the system that would lead to mediocre cooling?

Does the compressor cycle on and off or does it run all the time? If it cycles then you are low on freon. If this is the case, you have a leak. You say they changed everything. Does that really mean everything?

I wonder the same, the previous owner said everything, what that means exactly I dont know. The compressor goes of and on like, I figure, normal. It does not run all the time, but on-off, on-off, on-off.

The compressor going on and off indicates that it is low on freon. Trying adding some to see if that helps.

Where I am, in Sweden, freon may not be sold to the public so I have no way of doing that. And everything with cars cost a fortune here, sadly enough. But if I ever do get my hands on one of those bottles I will sure try that. Thanks alot for the tip.

measure the temp out of the center vent after 5min run time at the max a/c setting, blower on high.

post that reading along with the ambient temperature and humidity.
