Default Active Fuel Management

I would like to know if there is a way to "turn off" the active fuel management on an 07 Silverado Crewcab LTZ?
I had an 04 extended cab chevy that had the 5.3 with the 3.73 rear end. I got average 17 to 18 in town with few road miles.
On trips I got 22. I live in middle Georgia. It's hilly not mountains but I'd live to slap who evedr put that engine together.
All it does is shift and roar back and forth between the 4 and 8 cylinders. If would ge better gas mileage if it did not have to keep jumping back into the low gears jus to keep up. I think Chevrolet owes us all a new engine. Also there's is NOT as much power as my old 04. Why would they do this?????????
