SHutting off Active Fuel Management
My Buddy has a new '07 Tahoe LTZ , and complains when he presses on the pedal to pass someone on the highway it takes 10 seconds for the engine to kick in .Can you shut off the active fuel management to see if that's the cause or if something else is going on ?

The AFM is not the problem, if it really takes 10 seconds (aka: an eternity) for the engine to respond to throttle commands then he needs to take his Tahoe in and have the dealership repair it.
Now if it takes .5 seconds to complete the downshift then that is normal.
