Default Key Lock Cylinder and Trim Panel

I am trying to replace my ignition switch in 99 suburban and I cannot get the top trim panel off of the steering column. The bottom came off pretty easily. Do you hav to remove the key lock cylinder to remove this panel? If so, how do you do it? None of my books tell me and I cannot figure it out. If not, how do I get this top trim panel off. Any help is appreciated. Thanks.

When I replace my multifunction switch, I did not know how to get the ignition switch out so I used a pair of dykes to cut the plastic. You can not notice it, however, I think if you take the ignition switch out correctly you will not need to cut the plastic. Good luck. Dave
