Default 1988 s10

hey guys! quick question... I have a 1988 S10 4x4PU and its a POS. I recently acquired it, but i love it. Anyways, I have noticed that i can go out and start it up (3-5 cranks) and it turns over fine, idles a bit high, then lowers. I have recently noticed that sometimes it takes a few minutes to start it up after having driven it a bit and it sits for an hour or two. My thoughts are it could be the fuel filter. It had a "tune up" (plugs, oil change etc) But thought the fuel filter would be the easiest to replace first.

I have recently discovered that it isn't under the passenger side seat, and looks to be under the power steering pump. It also looks like a real PITA to change and my question is, do i have to remove the serpentine, the pully, etc. to get to that or is there another trick?
