Default Different kind of power issue with Silverado 3500 instrument Panel

2004 3500 Silverado cluster suddenly stopped working in few days after stepper motors been replaced. It was working fine after stepper motor replacement.
Now when I turn on the cluster I either receive dead motors with both blank screens (odo and PRND) or sometimes odometer shows some weird pattern (like on the picture) but motors are still dead.

Did anybody experienced same issue?
Just curious if it is the power issue or internal cluster processor is dead or something else.
Does anybody know what chip is responsible for the power?
