Default Heated Seat

I have a 2003 Siverado 1500 lt with heated seats.
The problem I have been having is that when I turn on drivers side it was ok, but when passenger side was turned on it "knocked out" drivers side. And Vice Versa.
Sometimes I could only operate one side or the other now I cannot turn on either side.
I have checked fuse and was fine even replaced fuse but still not working.
When you press the switch to turn on you can hear a faint "click" from underneath the dash.
I don't what this "switch or relay or solenoid" where the click is coming from looks like.
Any suggestions would be greatly appreciated.
