Default '99 Tahoe turn signals don't work

Hey guys,

Since a few days I've got a problem with my turn lights. When I hit the switch, they just don't turn on, no matter if left or right. Sometimes they do but you can hear that they flash irregulary (on then off for a few seconds then on again). I also noticed that they work perfectly fine when you turn the steering wheel through 90° or more.
So, my guess is that there's either a broken cable or the combination switch is faulty. But how can I remove the switch to check it? Is there a way to remove it, without having to detach the steering wheel? Because I don't have the dissasembly tool for the steering wheel :/
