Default 1998 k3500 454 starts and dies secuurity light off

1998 k3500 454 4x4 5speed. Vehicle will starts for a second and dies. Crank, vroom, dead.

If I use starting fluid it can kind of keep running for a little bit longer.

fuel pressure 60 psi, steady.
spark is good (HEI tester used) plugs ok.
no codes in the system
Used noid light and found Injector signal is only happening once maybe twice during 5 second crank cycle.

Truck was stolen and recovered.
Once returned found fuel was empty, filled with fuel then found it had a bad fuel pump. Pressure would rise to 60 Psi then fall off to 0PSI. Clamp the inlet and return lines and the pressure would stay... replaced with new filter.

No security light on.
I had a lock smith rekey the ignition before the fuel pump was replaced but did have the system. The is a straight blade key- no chip.

NOTE: When stereo stolen 1 fared capacitor was not properly discharged. not sure if this could have hurt the PCM?

Any ideas would help. All the wiring looks good. There was not vandalism, They did also steal the battery but they un bolted it no cutting.

replaced the MAF last night, no change. Gathering up wire diagrams no to do some proper testing this week.
