Default 88 Chevy k1500 5.7 Silverado won't start

Not even getting a click when I turn the ignition switch. Battery is 100% charged. Lights are bright when turning the key. Pulled starter off and hooked a pair of jumper cables to it and put a screw driver across the S terminal to the main hot wire and it engaged like it is suppose to. Put it back on the truck. Tried it again and still get nothing. I looked at all the fuses and they all look good. I cannot find one that has a break in it. Except for the two that say power that you cannot see through. I did an ohm test on them and they are getting a readout that changes so it appears they are good. I do not know what step to take next to try and find the problem. Any help is greatly appreciated. It is almost impossible to get a screw driver down in there with the starter installed to cross those same two terminals to start the truck. Thanks for any help in advance!
