Default EGR Tube has a plastic ball in it - why?

I have a 1989 Chevy Silverado K2500, 5.7L, TH400 AT, 8600 GVW pickup. I had to replace the EGR tube running from the EGR valve to the EGR solenoid (GM 14102066) due to a vacuum leak. I was able to find a NOS replacement.

When I went to replace the tube I discovered a small plastic ball that was inserted into the soft rubber connector at the EGR valve end of the tube. One cannot blow air through the tube if this ball is installed. The replacement tube did not have such a ball installed.

I decided to insert the ball into the replacement tube. When I started the truck there was a few sputters then it ran very smoothly. Good fix!?

What is the purpose of this ball? Thanks for your time and interest.
