So according to the chart, there's a fault in your starter positive cable .
Do NOT replace it with 10AWG wire.

I tested the positive batt cable with an ohm meter. The cable itself is good. I've ordered an ignition starter switch. Seems like I've gone through everything else.

bad connections then? Bottom line is not enough current is getting from the battery to the starter. Or your meter is not correct.

I've got 12.5 v at the battery side of the starter, but when the key is turned there is only 2 to 4 v at the solenoid ignition wire. I've been pretty meticulous about all my cables and food clean connections.
