Default OBDII problems

97 c1500 350sbc, I can't get the obd port to connect to my Autel scanner or my hp tuners plug-in. it hasn't had problems doing so before. I checked with a multimeter and from the ground pin to the supplied power pin it is reading 12 volts as it should I checked the fuses under the driver's side dash and none of them seem to be blown. it was working about 2 weeks ago, any suggestions? I've recently done a 0411 pcm swap on it and it has ran and connected with both my scanner and tuner since then. the only thing that has happened to the truck was it rained pretty hard and the driver's side window doesn't roll up all the way sometimes water gets in there but I don't think it would make the pins corrode.
