Failed emissions, no pcm communication

Failed emissions, no pcm communication
97 s10 failed inspection because their computer fails to communicate with the truck.
Fuses are good. My elm Bluetooth and torque app will show live data and no codes.
DLC has power on pin 16. I only get 0 to ,54 volt on pin 2 of the DLC. New pcm and have same voltage on pin 2. Is that normal voltage for pin 2 or should it fluctuate between 0 and 7 volts. If so then what could be causing the low voktage?
