Default Speedometer jumps to 100 when in gear

I have a 1998 GMC K3500 5.7l 4l80e, that when in gear the speedometer maxes out. VSS was already replaced when the shifting started acting up, still maxes out after replacement.

It’s most likely the cluster. There are several known problems with them.

If you have a scanner that reads live data, see if the VSS data reads accurate speed. If so, the cluster is definitely at fault.

There are several options for repair or replacement - what to do depends on your skill level with electronics.
