Storage behind bench seat in OBS single cab?
I’m looking at buying a single cab 1988 Silverado, and I’m wondering if someone can tell me if there’s enough storage space behind or under the bench seat to store a bag or tools, jumper cables, ratchet/tow straps, etc. The basics really.
Or are there bed boxes that are relatively safe? How about a bed cover?

too. I'm only 5'11" so if you need more room to scoot the seat back you might consider a bed-box. I'm just fine where I drive my Chevy.

Behind the seat you will probably be able to keep basic tools & supplies without having to sacrifice leg room if you need it but items behind the seat can easily shift/settle and/or slide under the seat as you drive.
If you’re wanting to “load up” and be ready for the unexpected, I’d recommend a bed box or cover.
As to safety, the bed boxes are only as safe as the installation. If you properly secure it to the truck, nothing to worry about - if you let it “float” then you’re doing so at your own risk.
If you’re going to get a cover, I recommend a soft cover (tonneau cover) or topper. The hard bed covers that hinge and seal against the rails make hauling just about anything a PITA.
There’s plenty of options for either and it’s really down to what your preferences are for ease of accessibility.
My preference is to keep everything but gloves and jumper cables in my toolbox. The temperature extremes will cause the cable insulation to break/crack/chip easily, and it’s just easier to access them if needed.
I’m planning to custom build bins/dividers for my toolbox to keep everything separated and things like aerosols and extra fluids upright.
