Default tach and speedometer problems

I have a 1995 c1500 with the Silverado package. It has the 5.7 TBI engine with about 245,000 miles. Now when I start it, the tachometer and speedometer go crazy. They both pretty much wrap all the way to the max. When I actuallt put it in gear and move, they both respond by being erratic. It shifts fine, runs fine, and no check engine light. Is this an intrument panel problem or the VSS?

If it were the speed sensor, it wouldn't shift properly, and wouldn't affect the tach. I'd say the panel is the issue.
