Any thoughts on this condition - Electrical???

2004 Silverado 2500HD 6.6 Diesel (not original owner)
Truck runs fine for the last 47K miles I've owned it. Get in this morning and it won't start. Pre start (its a diesel) you can see the glow plug light come on but its a little faded. It never quite finishes. Turn the key all the way to hit the start and you can hear a click almost like the starter solenoid may be trying to engage but who knows, there are a ton of relay's on these things. Then the entire dash lights up and starts blinking in time with some kind of buzzer. See the video.
I'm immediately thinking a grounding issue someplace or that useless anti-theft security but the reality is I have no idea. Hoping you guys may have seen this before. The condition seems deliberate as if its failed over. Thoughts?
