Default Budget Friendly Power

Good morning everyone, I pray all is well with everyone. I want to consult the on things that I can do on a budget that would assist my 04 2500hd with towing up hills. It tows fine but when I go up hills I have to wind it until the power band kicks in which means the speedometer is going one way and the gas hand is going the other way. lol So is there anything that I could possible do to add power or assist with fuel consumption? I have already had it tuned and that have made a difference but I just want to see from the group what kind of options do I have. I have talked to various people in the area that I live in, and some say add a turbo, others say add supercharger. So what do you all say? I do intend to get a cat back system put on it in the next few weeks. As I have stated in an earlier post, I have some exhaust leaks here and there so instead of patching I'm going to replace it all with cat back. I'm told this will help but is there anything else?
