Default Emissions system monitors resets every time truck is turned off

I have a 2004 Z71 Silverado 1500 with 70000 miles. It won't pass emissions. I did an 80 miles drive cycle, took it to the dealership, and all of the system monitors were ready and good. However, the emissions test requires the truck to be off then started. Once it was turned off and restarted the catalytic converter, EVAP sensor, heated O2 sensor and Oxygen sensor are not ready. The clock and radio don't reset. The fuses appear to be good. The cigarette lighter possibly connected to the OBDII works. Does anyone have any experience with this? What would be causing these system monitors to reset every time the truck is turned off?
