Gauges Jump- motor FIRES, but won't stay running

Gauges Jump- motor FIRES, but won't stay running
2003 Silverado 2500HD 4WD.
When I try to start the truck,
all the gauges jump up and down,
motor fires but shuts off,
can here relay in the fusebox under the hood clicking
I've replaced the ignition and the relay in the fuse box and new relay still clicks.
Almost seems like its not going through with the electronic pre-start sequence.
Any help.......Please.
