Low voltage on dash meter

Default Low voltage on dash meter

I have a 1999 Silverado 1500. I was driving to work and the truck just died on me. The battery voltage meter on the dash read 5 volts. The battery metered out at 12 volts. I investigated and found the power wire between the solenoid and started was broken. I replaced the starter with a new one and replaced the battery as well. Now my battery voltage meter reads 9 volts so it appears there is a power draw somewhere. All the fuses are intact, I get 12 volts at the alternator and started leads. The grounds to the frame, engine block and body have metered out fine for continuity. I am at my wits end. Any help would be appreciated.

whats the voltage at the battery idling? and the alternator? if the starter wire had problems I wouldn't be surprised of the chargeback wire is also bad

I cant get it running due to the voltage being so low .. I have even used my battery charger @ 150 A and the engine will only turn over ... not start.

if its turning over it should be able to start, have you left the charger on for a while?
