Default Rear brakes getting hot

I have an 01 Silverado RWD with disc brakes in the rear. Replaced all break lines / hoses. rebuilt all calipers, new rotors & brake pads. Rear driver caliper would lock up causing it to get really hot and burned up the rubber boot where the piston is. Replaced that caliper thinking problem would go away but didn’t. Jacked up rear end up off the ground, put it in drive, wheels spin at idle but then slows down as if brake was being engaged but no ones pressing brake. Also brake caliper looks as if its pulsing.

that’s how the rear driver rotor looks. Rear passenger rotor looks almost the same so maybe it can be locking up as well but not as bad as the rear driver side.
