Thank you all for your help - I found the issue. I had used a roll pin to block the AFM oil galley in the valley cover. While it sealed at the bottom of the shaft, the shaft itself is actually tapered and opens up as it moves up. This allowed oil to go around the roll pin and dump out the empty manifold. I replaced the cover with a AFM-delete cover and now I'm looking at 35psi hot idle which I'm more than happy with.
