Default Class 2/ Class 3 question

Our 2016 Silverado Midnight edition was given a class 3 by the dealership. We don't haul or tow. In the title, it indicates GVWR as 7200 lbs (laden is 5,222). It was brought to our attention we should have a class 2 by friends with similar trucks. Registration is considerably cheaper for class 2. My question is... Does a dealership typically ask about towing/hauling so they assign the right class when the truck is purchased? Or do all trucks gets classed by their GVWR?
(We are in Pennsylvania).

Taking a guess here, but PA probably goes by the GVWR to determine class like VA (where I live) does. At least I think that's how VA does it. Doesn't matter if you do or don't tow. My '06 Ram 1500 has an empty weight of 5,101 lbs and a GVWR of 6,875. In VA the cut line is 7,000 lbs (where most HD's are) so if my Ram weighed more than 7,000 lbs I would have a higher registration fee. Check with the PA DMV.
