Default New to lifts, could use some advice.

I'm fairly new to the concept of lifting a pickup, but I know the basics. I drive a 99' Silverado 1500 4x4 and currently have it scheduled to have some repairs done. Ive put a good amount of money into it already and will probably end up keeping it for a long time so after a while I was thinking of puttting a lift, bigger wheels, and tires etc on. Ive looked at a few companies, but the most appealing are 2 rough country kits, one for 4" and one 6", both for around $1000. I'm mostly wondering what to look for, what brands are good, and what type would be best. I DON'T want a body lift. I feel they totally defeat the purpose of lifting. I was thinking 3-6 inches higher to replace the 245/75/16s i have on and be able to do some light-medium off roading and it must be able to stand up to hard winters. And as always, cost is a factor.

Any help is greatly appreciated!

First is it a z71 or just a regular 4x4?
