14 chevy Silverado

manual linkage 4wd

bought truck used, I thought the 4wd was operating correctly. When shifting the linkage, the transmission acts like its in 4wd, the drive shaft from the transfer case turns, but the cv axles aren’t turning when on jack stands.
replaced: 4wd actuator, and transfer case switch
no change.
has anyone else ran into this issue before?
