Default 97 Astro 4.3L starter turns over but engine wont crank until a few trys

I have a situation, I switch the ign key in the start position
and all I hear is the Starter turning over I dont hear the engine cranking
until I keep turning over the ign key in the start possition the
engine will crank finally.. I took my battery and Starter to autozone
for testing both were fine.. I looked if there was 12V available at the starter from the Ign switch, the 12v were present at the starter..
Im thinking its my Ignition coil that would be bad.. if not then what could it be

The 2 second sound you hear when first you turn on the ignition key to on position is not the starter. Ignition coil has nothing to do with cranking the engine. That is a job for the starter.
There is a 2 second fuel pump run time to build a pressure in the fuel system.
Is your vans transmission automatic or manual? Can be the starter safety switch.
More information on your vehicle would help . In any case, you must concentrate on the electric issue between ignition switch and starter solenoid itself.
