98 Astro Spark Plugs
What is the best access point to change sparkplugs in a 98 Astro?
No go under the motor cover or through the wheel wells.
Other resources say from under the vehicle. Any special tools req'd?
Any help is appreciated.

Through the wheel wells is the best method. The wheel well liner has to be dislodged. From there it will be pretty obvious.
