Default No start, no spark

Okay, probably sick of these threads, but I need help.

Trying to help a friend with his 1998 Chevy Astro 4.3. Here is where we are -
1) Brought to me on a trailer, fuel tank removed.
2) I purchased new pump, installed it, and put tank in place.
3) Fuel line pressure north of 60 psi.
4) No start, no spark. Owner has already replaced coil and crank position sensor.
5) Zero spark from coil.
6) Battery fully charged.
7) 4-5 gallons in tank
8) Have an old Snap-On "red brick". Seems the MIL light on dash is inop. No codes, but temp reads -40. I know what that means and can not imagine THAT as the issue. It would just run rich - if it would start !!
9) The scanner Troubleshooter references a test procedure, but I do not have the troubleshooting manuals that come with it.

Thoughts?

Without knowing anything else, do you have 12 volts to the ignition with the key switch on?

Have not yet. It is a bazillion degrees here, so I quit for the day after I STOPPED sweating (NEVER good). Will check in the AM. If no, then what? ALL fuses are good.

My guess with what I have is power train control module.

You say you have no spark, you have to look at what controls that.

Scanner is seeing the ECM. Not being able to fire the engine makes looking at more data on the data stream impossible. Will check for reference voltages at the dist, CPS, and coil.

It was the coil control module.
