Default 4x4 transfer case engages when turning slow

When turning and going slow I feel and hear transfercase engage. It is in 2 high. Encoder motor does not engage. So Im thinking the clutch pack is engageing the front driveshaft. Any body have an idea why this is happening? Up in the air on the rack the 4x4 works as it should. New front wheel bearings and axle shafts. Problem still persists. I can hear the transfercase wining at slow speed when turning. I definetly dont hear the shift motor switching. Thank you!
