Default Changing the speedometer

I know that the speed is off on my truck because of the new tires. I thought that the dealership might do it, but they wouldn't even though they changed the tire pressure setting. What would be a good programmer in the $250 to $450 range so that I can get my speed right and help with the mileage I would prefer a dash or window mount for constant readout

a repgram is better or replacing the vehicle speed sensor
compare part numbers with the escalade, because stock wheels on the cadillac are 20"
