95 Lumina idle high after long trip

95 Lumina idle high after long trip
This is a good one. As long as I drive 50 or below everything is fine. But after
45 mins or 1 hr of driving at 65 or 70 the idle is up to 2500 or 3000. Engine temp is good, Replaced IAC and themostate no air in system. Check Vac line on EGR OK. If turn the ign Off and then restart motor everything is back to normal -- engine = 3.4
What I need to know s what controls the "Idle Speed Control Motor. Is it the ECM or the PCM
