Default 85 Camaro 700R4 issues

Hello there. New to the forum. Hopefully I can get some help here. Tried another Camaro forum but got no help there. Working on my brother recently purchased Camaro. It is an 85 with a 2.8 V6 and a 700R4. The issue with it is poor acceleration, and not shifting past 2nd gear. Tranission shift into drive and reverse fine, but with a VERY firm shift. Car lurches when it shifts. When trying to accelerate it feels as if the car is heavily loaded down and has very little power. While accelerating there is a slight grinding noise/brake squeal noise from the trans. The shifts are very hesitant but very firm. 1st to second only occurs when you let off the throttle and the trans will not go past second. We got it into third once but it would not accelerate and kicked down the second you let off the gas. We now at this point it gonna something replaced or rebuilt. I am trying to determine if this is a transmission issue or a TC issue or both. I have adjusted the TV cable already, as well as took out the extra quart of fluid in the trans as it was overfilled. Fluid looks fairly good, with only a slight brown tint to it. Doesn't smell burnt. Any help is appreciated.

I'd replace the fluid and filter. Look at the vacuum line to the modulator, you might go ahead and replace it (modulator).

From what I read these transmissions don't have a vacuum modulator.

Well I certainly can be wrong. I have a tight shift through all my shift points with my 96 it has a vacuum modulator valve. Try the fluid change, if that dosen't do it, probably clutch bands.
