Hi everyone. I’m new to the board. I have a pretty sweet 1975 Caprice Classic convertible that I inherited from my father when he passed last year. It’s been garage kept and hasn’t been on the road since 1995. I want to start restoring it and was wondering if anyone could tell me what this part is that’s I circled in red. It’s totally dry rotted thru. Any help would be much appreciated. Thanks in advance.
I believe that's a vacuum bellows that was part cruise control system.

What year Caprice convertible do you have my friend?
Yes, that's the cruise control vacuum actuator. Appears to be missing
the cable that goes to the throttle. Mine was OK when bought at about
30 years of age but cracked later, same as yours. I found a new old stock
one, which I'll be putting on one of these days when the wife runs out
of demands. I'd rub some silicone grease on the diaphragm to protect
it from oxidation / embrittlement, if you do.
