1978 caprice wagon rear tailgate door issues

1978 caprice wagon rear tailgate door issues
78 caprice estate wagon rear tailgate door will open down like a tailgate but the door will not open to the side like it is supposed too. the handle seems to be jammed. any tips or suggestions would be great. the rear window rolls down and the locks work. just can figure out whats goin on with the door.
