Question 91 Wagon ABS

I'm getting a code 61 from the ABS system, along with the ABS light on. The light only comes on after the car hits about 5 mph. The code 61 comes up as a voltage problem at relay or modulator. I tested the two relays that are under the black abs cover and they are both ok. I cleaned both front speed sensors and checked the rear one. All looked ok. The brakes function well. I'm getting close to just blacking out the warning light, but I thought I'd ask if anyone had any ideas first. The car was driven only in the summer (91 with 75k) and I just purchased it after sitting all winter. I just replaced the brake fluid, it was pretty brown and smelled burned, so I let it run at all four wheels until it was clean. Also just replaced the front pads, they were almost down to the rivets. I'm wondering if the modulator itself could be froze up/rusted from the bad fluid sitting in it. Is there a way to make the pump run so I can tell if it's free or not? It is a Bosch 2U system. You can jump the abs modulator pump. connect battery positive to the heavy gauge red wire. you'll either will hear it running smoothly, running raggedy, or not at all.
