1995 9C1 (cop car) will not start. When the key in "ON" I have dash lights. When the key is in "START" position, the dash lights go out and it does not crank. In the past a couple of times, the dash lights stayed on but it would not crank. This was an intermittent problem that just kept happening more often. I have not been able to get it to start at all recently. I had a good spare starter so I swapped the starters. It started a few times with the known good starter.

We had a similar problem on our 96 savanna. It ended up being a weak positive connection to the side post on the battery. We put 2 washers between the battery and the ring terminals and the problem disappeared.
