I take it CO's are too high? Is that the original catalytic converter? It more than likley if the CO's are too high, (not familar with this vintage emissions) egr valve isn't working. You need to provide more information. Have you changed spark plugs recently, or before the emissions test?

If you can have the injectors ultrasonic cleaned is probably the only way. I don't know where you are, but perhaps some in tank injector cleaner, might not have to remove them. If you can run a couple of injector cleaner in the gas tank, might fix your emission problem.

post the actual results for all 5 gases that would have been read. Post the specification limits also for your car. With the data from all the gases, information can be gathered and proper direction determined.

the five gases are:

hydrocarbons, c0, c02, 02 and n0x(oxides of nitrogen)

the test is done in government work shop , upon finishing they only tell you ( pass ore fail ) no result .
i changed the EGR valve with new one ,but during testing i squeezed the valve manually ( like if it is under vacuum ) the motor speed didn't changed ( it must reduced . right )
could be the passage to intake manifold plugged ??
i will change the spark plug , but not before fixing this problem.

your comment is appreciated ,

egr only reduces the formation of oxides of nitrogen. It will have no effect on hydrocarbons or carbon monoxide.

Without knowing what component of the test that failed; I can't help you.

In Canada, a result sheet is provided upon request. I have performed I/M 240 maintainence tests and the equipment generates a test report.
