Default 2002 Cavalier ignition won't turn

2002 Cavalier, manual transmission, tilt wheel. The key stuck just past the run position, but it will turn to start. Can't kill the engine with the key. Removed the lock cylinder and the transfer bar (actuator) still won't turn. Removed the ignition switch, it works fine but the actuator is still stuck. Removed the plate in front to disengage the plastic stop on the actuator. Can turn the actuator past the start position with the stop removed but not back to off or accessory position. The actuator has the mechanism that pushes the pin out to lock the steering wheel. When the actuator gets stuck there is no pressure on the wheel lock pin, something else is keeping it from turning. Can't find any way to release the actuator to get it out of the column.
