Default Cooling Problem

Hey everyone.
New guy here. Hope to gain some knowledge, and help a few folks out too.

My problem: 1996 2.2 coupe. If the A/C is not running (cooling fan operating), the car will overheat at idle. As long as the car is moving, (air moving across the radiator) it's fine. Haynes manual doesn't show any kind of fan thermostat, only the coolant temperature sensor. I'm assuming that sensor's input to the PCM is supposed to trigger the fan whenever needed. Fan relay obviously works since the fan runs with the A/C on.
IS this a common issue for these cars? Does anyone know where I can find the correct sensor resistance numbers for ohm checking between the terminals?
I'm kinda stumped at this point. I can always jumper the relay and make the fan run constantly without the A/C running, but I don't want to do it if I don't have to.
Any help is greatly appreciated.

I can't give you specific numbers, but what i can say is that when the engine is cold, the resistance is high, and as the engine warms up, the resistance drops.
The sensor sends the signal to the PCM, and when the temp is high enough, the PCM activates the relay to turn the fan on
