Default power steering pressured up

hey guys,
1995 cavalier 2.2 auto

steering is hard to tuen when not moving but still useable, and when on the hightway or in town moving its fine. when i take the cap off the resevoir right after driving it the cap made a pop sound when tooken off. this is done when the vehicle is shut off. the fluid is now passes the high mark. it seems like its pressured up. any suggestions?

Is there any foam in the fluid or around the cap? This could indicate aeration.. from a bad PS pump

ya i figure its the pump too. thanks for your input dhoshow. now i know what to look for when i have a bad power steering pump for the future
