Default Steering Wheel ground / No horn problem

I just replace the turn signal / 4 way / headlight switch, thinking that the pin that contacts the horn slip ring behind the steering wheel was bad. Now I find out that I have an problem ground.

Where does the steering column get its ground? I have tried a grounded jumper all the way from the horn button to the passenger compartment side of the steering column univeral joint and the horn works. If I push the horn button, this same steering column has 12 volts on it, like it's insulated, but it should be grounded for the relay to work. What am I missing?

Is there a braided grounding strap that goes around the universal joints for grounding purposes?
